because I never got facial expressions like that until I turned those two options on. they basically increase the polygon count and textures of the characters to match the super hi res models used in the "Meet The <..>" videos. basically for people with nice computers who want to have TF2 push their CPU/GPU a bit more. normally the characters have like 4k polygons and with those two options on they use the hidden models/textures that increase the characters polygon counts to over 16k and gives them full facial expressions when they talk, get hurt, show emotion, etc.
