you can actually sort of abuse this.

Basically you can abuse it by after the engineer hits the sapper once.(it takes 2 hits to kill). Before he his able to swing again you destroy and replace a fresh unhurt sapper.

This way your sapper can live longer.

In some case where the engineer just keeps hacking at it you can always apply it after it is destroyed and before be can heal it so this is useless, but if there is a situation where he taps it once and then comes after you then you can reset it during that time he is chasing you.

So like if you sap then the engineer comes and chases you away. (you get away) he runs back hits it once instead of hoping to stay alive and timing it right to swoop in right after he hits it the second time and kills it(so that you can reapply it) you can just swoop in anytime after the first hit and reset and run again.

Also if you reset it every hit then you can ensure that it will take two more to kill it. so if the engineer is hitting it as a pyro or someone is trying to kill you then just keep resetting it after each hit to make sure that when/if you die it will take two more not just one more. which may be enough to kill it.
